Sorry...As I was saying: there seem to be parallels with the C&C proposal. I am not clear from your paper about which the appropriate global institution would be, and which institution would undertake the redistribution of revenues...in an accountable way. ? Hi Ann. Thanks for your interest in this and for the link to C&C. I guess the basic idea of GCC is to use existing institutions to the maximum extent possible, meaning that fossil fuel companies would be responsible for collecting the "carbon tax" and governments would be in charge of distributing the revenue. This is not a perfect solution but it could be politically viable as it does not require world government and respects national sovereignty. Managing the fund would not be difficult and could be handled by the UN. The idea is obviously “work in progress”. I am looking for possible collaborators (economists, experts on international relations, and others) to turn it into a concrete policy proposal. Given that everything that we have tried during that last 30 years has failed to limit greenhouse gas emissions, we need some new ideas that can be implemented quickly.
In the spirit of Keynes and FDR, I would like to offer the following ideas on how to restore public authority:
